A
former Democratic freeholder candidate and recent Republican campaign organizer is adding his name to the growing list of
Republicans running for the party’s nomination in the 3rd Congressional District race.
Joseph Rullo, 40, of Toms
River, said he is going through the process to be endorsed by the Ocean County Republican Organization, but said he would
still run in the primary even if not backed by the party.
“We are absolutely running regardless,” he said
Monday, already having opened a campaign headquarters in Lakehurst, filed Federal Election Commission paperwork and launched
a campaign Web site — rullo4congress2010.com.
The owner of Today’s Solar Energy in Toms River, Rullo worked on now-Deputy Freeholder Director John “Jack”
Kelly’s unsuccessful primary campaign for the 3rd Congressional seat in 2008.
Despite Republican fears that a
contentious primary could lead to another defeat in the general election, Rullo said he thought an open primary would be in
the party’s best interest.
“We believe this election can’t be won unless the primary is open,”
he said, explaining that it would take a line of attack away from Democrats that the candidates are simply handpicked by party
leaders.
He also said he believes he is the only Republican who can win support in the district’s three counties
— Ocean, Burlington and Camden — because of his experience working on Kelly’s campaign.
Kelly said
Rullo was “energetic” as one of his many volunteers, but did not want to discuss his attributes in depth so as
not to give the impression of favoring one candidate over another.
Burlington County Republican Chairman William Layton
said he had not heard of Rullo or his candidacy until contacted Monday by The Press of Atlantic City.
Layton said
he wished Rullo luck, but thought the keys to winning the upcoming election would be name recognition, fundraising ability
and a personal story to contrast with Democratic Rep. John Adler.
Ocean County Republican Chairman George Gilmore said
Rullo had reached out to him saying Rullo was interested in running but not that he would be running in the primary regardless
of the county’s selection process results.
Gilmore said county organizations are put in place for the purpose
of deciding what is best for the party as a whole, and that a contested primary would only weaken its chances in the general
election.
“If we get in a primary fight, regardless of where candidates are coming from, it’s not a good
thing for keeping the unity of the party and focusing our attention on Mr. Adler and his record,” he said.
Rullo,
who plans to formally kick off his campaign at a fundraiser Feb. 18 at the Toms River Quality Inn, said he changed parties
after a 32,000-vote defeat in the 1997 race for the Board of Chosen Freeholders.
A lifelong Democrat at the time, who
ran in a primary when he was 17 years old for the Beachwood Borough Council, he said he noticed “discrepancies”
in the Democratic line of attacks against Republicans.
“I started to see good government with the Republicans,”
he said, and subsequently changed his allegiance.
Rullo said he did not want to be considered an outsider in the upcoming
race. He said he hoped to be supported by the party, and would eventually yield to whomever wins the primary for the general
election.
“I believe I’ve stood the test of the organization,” he said, adding, “That’s
something I’ve been doing for 12 years.”
He also expressed frustration that Gilmore and party officials
have not publicly named him as a viable candidate for the primary, especially since he felt he has done more to prepare in
recent months than the other candidates publicly mentioned such as Jon Runyan and Maurice “Mo” Hill.
“I
think a lot of people are disturbed that my campaign seems to be underground,” he said. “Why wouldn’t my
name be brought up? It’s just odd.”
Gilmore said he did not bring up Rullo’s name because he had not
spoke with him directly, while Rullo said he had called and e-mailed Gilmore a number of times to schedule a meeting.
Gilmore
replied that it was nevertheless disappointing that Rullo would announce he would run in the primary regardless of whom the
party selects without first going through the selection committees and convention.
“So let’s go through
process and see where it takes us,” Gilmore said.
